It's a red herring because it has nothing to do with what's being discussed here. If more resources are necessary for victims then more resources should be dedicated to help victims. As a matter of fact putting measures in place that reduces the number of victims in the first place ensures that the victims that are left get better/more support.

What offends me is your habit of making straw man arguments in an effort to avoid having to deal with the fact that you are so heavily prejudiced on the topic that you're unable to be objective, to take a step back and read what others ACTUALLY say instead of mis-representing it.
What I'm proposing is more research in order to significantly reduce the number of victims in the first place. One would think that's something you would support.
