If someone is getting a poor Netflix connection of course they should cancel Netflix - however without Netflix streaming they may also decide to downgrade their Comcast connection.
I am totally with you about being concerned about the net neutrality rules - but a major reason people are willing to spend $60+ a month with Comcast is for Netflix - or Amazon/Hulu/YouTube etc... so I think there are some incentives for Comcast.
A bigger question is why Comcast dropped down the ranking so quickly. My experience is that Netflix streaming quality on Comcast is very dependant on which CDN you get. In my case if I get Netflix Streaming Services as a CDN I get a slow connection - if I get Limelight or Akamai everything is good. Now who is deciding which CDN I connect to when streaming Netflix?
