Unlikely. The MTO has their hands full with commercial enforcement. The only time I have seen this done was when New Brunswick created the NB Highway Patrol out of their commercial vehicle enforcement officers. They were eventually subsumed into the RCMP, which polices New Brunswick.

You need to go back at least 25-30 years before you'll hear about the MTO doing this, but it has happened. Just not in recent memory.
