You have to add a street address too. Just Google a business address for the ZIP and put it in. I tried City Hall for 76201 which is 215 E. Mckinney St. and that pulls up the linup for Denton, TX.
Actually, if you just put in a zip it'll give you an error but take you to the landing page anyway. Then click the link to get a lineup, it says it can't determine your lineup and then you get a state/city dropdown. Very, very handy!
