But don't single THEM out.

There are hundreds, if not thousands of 3rd-party database operators, and as Trev said just above, it's a question of at what price-point they wish to offer their services, and how much they can afford to spend and still turn a modest profit.

How is this fragmentation sustainable? Are these folks continually scraping the DBs of legitimate LIDBs and then turning around and offering cheaper rates? Otherwise I don't see how such an industry can sustain itself.

There are a dozen or two actual primary sources that host the real line info databases. There are maybe a half dozen or so services that provide unofficial data.

Everyone else resells access.
