Maxing speed at 13.51mbps on BH Lightning 60

My family's been under bright House Lightning 60 since the start of the year, but since last month, every pc under our network hasn't been able to pass 12.51mbps(reached by my personal desktop wired directly to modem). The Connection will start reaching about 35mbps but immediately drop down and never attempt at going back up.

2 bright House techs have visited, both of which used their tablets and were able to reach the (now improved) 85mbps after several attempts. I just don't understand how their tablets are capable of reaching that speed and none of our computers can. I've attempted shutting down every single internet-using device except my desktop and still made no improvements. I've tried wireless and wired connections with laptops, nothing. I've tried Virus protections, disabling firewalls even disabling dos protection on the router and modem (quickly turned back on after no success)

The technicians couldn't help me solve it, and believe changing out the modem will do no help. Is there anything else I may do myself in order to attempt to resolve this problem?

Yes there is something you can do. You can post your issue in the BHN Direct and post your Modem's MAC address so they can pull up your info and take a look for you. I've had soo many issues resolved by contacting BHNtechXpert in Direct.
