Don't disable the Crypto services unless you want to break lots of things. NLA is the culprit and can be disabled for a desktop.

ya when I disable crypto I get a pop up asking me to allow unknown application for everything, including built in programs.
I can disable NLA but then my Network and Sharing Center is turfed.

I was hoping someone would have the answer like adding a reg key or something.
I never seen this with Telus so it just bugs the hell outta me

If you can not find a better way, you can always add an entry to the hosts file for

0.0.0.0 wpad.va.shawcable.net

while it will not prevent SVCHOST.EXE from trying to connect, it will keep it from leaving your computer.
