With the router in compatability mode and not performance mode, 20/20 is about the best you're going to get.

Your options are:
1) Upgrade the laptop to a 802.11n adapter and switch to performance mode.
2) Switch to the G1100 dual band router (or a third party dual band router as an access point).

Would switching to that Fios Quantum Router (G1100) really help me in this situation? (I guess the Dual Band helps me in getting a strong, interference-free signal?).

Yes. Your 802.11n devices can operate at full speed on the 5Ghz band and your 802.11g laptop will be supported on the 2.4Ghz band.

The iPhone 4S is 802.11n on the 2.4GHz band only, so if the OP's primary concern is increasing throughput to his/her iPhone (for some reason), then a new router may not help.

That being said, if the Rev I router is supposed to support 802.11n and 802.11g devices concurrently, there's no reason that the iPhone shouldn't connect as a 802.11n client right now (unless this is a limitation of the Actiontec routers?). Could just be interference or the reliability of the speed test itself.

Since the Actiontec is single band, and because of the presence of the 802.11g laptop, the 802.11n devices will operate in 802.11g (compatability) mode.

I think your problem is your iPhone. I have 50/50 and just upgraded to the Quantum Router (G1100) from the Actiontec MI424, Revision I. I have a iPhone 4 which speed test 17/12 on average. My iPad air and laptop on the same 2.2 band speed test 58/62. The iPhone 4s has a single antenna. where my laptop and iPad air have dual antennas plus dual bands.
