They're also providing service in an extremely expensive location to do so for an ISP, and they're being obnoxious and tricky about the way that they are passing those costs on to their customers.

I'm not sure what the right answer is for them, but these plans are pretty darn bad. They should be able to do better than this in Anchorage, Fairbanks, Juneau, etc, even though some of the rural areas are going to have really bad service due to limited connectivity with the outside world (satellite or microwave).

Caps does nothing to stop congestion. So even if they are overselling their backbone, caps wont help.

Only QoS, throttling to slower speeds, or increasing their back bone can stop congestion.

The big problem is their costs are probably less than $5 a month per connection, so where is all your monthly fee going?

They have a much higher cost basis because of their geographical location. Comcast in Seattle just plugs into everything in Seattle. GCI has to get the data from Seattle. That being said, I agree that caps are ineffective at managing load. Probably the single biggest thing they could do to manage load would be to put Netflix OpenConnect devices in the three major cities in Alaska. Beyond that, maybe offering a two-tiered speed plan based on time of day or something would help utilize the backbones better (i.e. you get 10mbps during primetime and 50mbps off-peak or something like that). Those two things combined could help them out.

Yeh do your large downloads off peak. 10mb is plenty for most web browsing and email even netflix will do ok up to standard hd res of 1080p. Now 4k might be a bit iffy if your doing any thing else at all. But it would squeak by i figure with just netflix
