Your test results are that of a normal connection.
It's not everywhere. Example: In S.E. Michigan, where it seems to be most prevalent, I can list 6 cities that have it and at least 3 that don't. Would lead me to believe it's localized to specific head-ends or nodes. Not knowing the topology of the comcast network, I can only guess.
I can easily prove the existence of the anomaly to anyone from comcast that would be willing to take the time. That's the major frustrating issue for me. I can't find anyone reliable (Even at H.Q. in PA) to really take hold and work on it. I've offered my time, my accumulated test data, and anything else they might want. No takers. I give them the ball to run with and they promptly drop it.
