It would appear something is sucking up your upload bandwidth, which directly impacts your ability to download. Your ping to the DSLR speedtest is also more than 2x what mine is from the same geographic area.

I usually use the search box to pull up tracert. But the problem is that my windows 10 beta has a problem using search to pull up cmd.

Well how are your speeds on a non-ALPHA release OS?

BTW, the more I look at your DSLR speedtest results, based on the ping times to the various servers, the more it looks like something is using up your bandwidth on your connection. Like if something were uploading or downloading in the background.

I was not downloading speeds in the background.

So he should use Windows 7 for the test then. (Sorry just had to poke at Windows 8.1 and what a mess it is.)

Some speed test it got that didn't happen on a windows 7 PC like they did on my Windows 8.1 pro PC (A 15/1 plan on TWC, not mine):

I have the Windows 10 pre-view and I hate it so far. Not sure if I want it even if free at this point, maybe for my 8.1 PC but so far being due by July and still a big fat mess I might wait a few months to iron out some bugs and other stuff.

OP might want to run pingtest.net to test for packet loss, though it's a real pain in the butt with java and doesn't like Firefox and to some extent google chrome. (Then again Firefox hasn't been the best at not blowing up lately. It feels like Firefox and google chrome have switched places over the years. Used to count on Firefox to be stable, now I count on chrome and IE for that.)

Oh and before contacting support or a tech visit do a speed test at the TWC speed test page because they likely want to see that result anyways before doing anything else.

The correctables aren't a problem. You have hundreds after hours or days. The modem is processing millions of symbols per second.
