There are many professions where installers have a basic electricians license, allowing for adding power from the panel or extended outlet to their products.
Fiber internal installer will run a cat6 cable to your office or hub of communications. If that proves to be very difficult, other methods may happen, like conversion of multipair copper phone line. Conversion installs can be a pain in the ass.
I was flipping through one of the fibre.telus.com town maps and it had a list of addresses, and in that list was reasons for no fibre install. This particular one was a 10+ year old 4 level wood frame apartment building with 20 units. It said "no fibre for you". I'd guess no one wanted cables(fibre or ethernet) running in micro conduit up the outside of the building to the units and that the internal mechanical pathways sucked shit. They are stuck on internet-6.
