What's the real interest?

Setting aside the notion that the FCC cares deeply about theft of cell phones in the capacity of personal property loss, I have to wonder.... what's the real motivation for wanting that on by default?

Remote disable the phone of a man on the run from the law. You cant call your accomplices now without 1. knowing their number (contacts r lost) 2. finding a payphone

Make burner phones illegal as tools of criminals. Just like walking down a street with a pry bar can get you stopped and questioned.
