That is definitely not a new idea. It's been used for years by pirate radio broadcasters. They'll plant their illegal transmitters a couple miles from their house and use legal unlicensed bands to stream the audio from their house to the transmitter.
When the telecommunications regulatory agency (FCC, IC, OFCOM, etc) pinpoints the location of the illegal transmitter, all they get is the box and antenna while the pirate broadcaster is safe at home miles away. |

Seems pointless as anyone could get a raspberry Pi and a transceiver that works on a different band than normal.
Likely why it was scraped, once someone got it they'd realize it was pointless. |
