I really enjoyed reading your highly intelligent posts on this matter.
The problem I think is Comcast would rather NOT have Internet/IP "know-hows" as customers. Maybe they feel its easier to just service the Internet "dummy" and forget about those who understands the tech and want more from Broadband.
I think such policy will do them in if they dont except the fact that it is becoming more and more common for THOSE WHO WOULD LIKELY INVEST IN BROADBAND to actually want to experience all it has to offer. It will be very difficult for Comcast to "dummy" down Broadband like AOL dial-up currently is. The instant when many get Broadband they will want to try more things online including gaming, VPN, Video Conf, Family Web Sites, Family Email server, etc...
The bottom line is Comcast needs to change their stance and ToS to attract the more mature Internet user, this of course includes supplying the Network which can handle it.
