just banning pre-recorded messages would kill off a lot, because staffing issues. automated dialers simply dial 3 to 5 numbers per actual person and hang up on the rest when the first one picks up(without a pre-recorded message). With a prerecorded message, you can call as many people as you have lines available. Just banning prerecorded messages would be fine. This comes from a person who does political campaign calling using an automated dialer, but never a pre-recorded message.

I never understood how this was legal. In fact, I remember seeing something in the information section of the phone book (remember those?) that said something to the effect of, "If, after someone answers, you realize you've dialed the wrong number, don't just hang up. It could be considered harassment."

So why is it OK for a business to do it?

I remember back in the '90s we used to get hang-up phone calls all the time. I wonder if those laws prohibiting that are still on the books.
