Definitely a huge outage, I work for an MSP in Victoria and the datacenter where we CoLo our servers went down for a time as well. They've since failed over to a backup connection.

Seems like a pretty major 1-hour outage for all of Vancouver Island, including business clients and data-centers...

Did a backhoe dig up some fiber again or what? I have clients on the island asking me for an explanation of why this happened in the middle of a business day. Also being asked about switching to Telus; but I'd prefer telling them this was just a one-off outage.
I've just been suggesting to them that it was likely because of the recent storms.
