The plumber took sandpaper and rubbed it against a spot or two, the copper came right off and no leaks started. Copper looks clean underneath. I'm still worried tho, but he said it's not a problem. Thoughts? Pic attached

Is this a basement? Aside from what I've suggested above, don't know if it matters but, what's the humidity like? Is there a dehumidifier running. Besides my neutralizer and softener, I keep my basement pretty dry.

An above ground basement, yes. It's a three story townhouse, all above ground. This is on the ground floor in a room with the HVAC, hot water heater, etc. These pipes are located directly above I believe the ventilation that comes from the AC/Heating unit. It is located right next to a full bathroom. This area seems to be below the kitchen.

It didn't feel humid. But I know that doesn't mean much.

Yeah, just put foam pipe insulation on the pipes, and forget about it.. it's just condensation. the foam prevents that.

I don't think it's heated/air conditioned, persay, but it's certainly not near anything super drafty. It shares four walls with: a) main basement room, b) full bathroom, c) garage, d)neighbors wall.

Wait - Neighbors wall? That brings up a whole 'nother issue. What condition are their pipes in? May be potential for them to have a leak that then runs to you.
