The reason Google had people basically "pre" sign up with their "fiberhoods" was to ensure that nearly every home passed took service, and that way they knew how many homes per mile they were getting before they even hung 1 foot of fiber. It really was genius, because it meant google can cherry pick too, the most dense places, which will pay for the installs and service for the rest of the lower pass fiberhoods. Google is no hero, but they are at least promising to wire every fiberhood they opened for signups, and they are slowly meeting that promise.
