[CATV] Does Cox just not refund money below a certain dollar amount?

Since cancelling TV and internet service in Tucson in August I keep getting bills that show a three dollar and some cent credit balance. Have called Cox several times to ask about getting a check for the balance. Call centers make polite noises and "gosh, we really don't know why you've not been sent a check."

Is it Cox policy not to issue refunds if the amount is less than five dollars? If I owed them three bucks and change it would have long since gone to collections and been a black mark on my credit. All equipment has been returned so that's clearly not the hold up.

Is there any possibility that you paid Cox any bills by using debit card numbers, credit card numbers, or an electronic checking account numbers? They might have tried to send the money there but the accounts were closed by you before you stopped the service? I know, it is far fetched.

Yeah, I always paid cox with one-off credit card payments. It's certain the account numbers would have changed between the time I had service and now, but I doubt that's the cause.

One of the Cox reps I spoke with three months ago mentioned something about a manual refund but it never happened.

Engraved invitation via FCC and City of Tucson franchise commission has been sent. At least there's some likelihood it'll cost Cox more than three bucks to respond
