Other than maybe an IP limit, it sounds normal (change MAC, don't get an IP, will likely be an IP limit)
An IP limit being Teksavvy setting up DHCP in a similar fashion to how we configure our DHCP server on our routers. Assigning a small pool of IPs to our LANs and setting a lease time.
I think the new MAC no IP has to do with what you mentioned before, needing to power off/on the modem. I'll find out this evening.
