Yep we have indeed tried another modem and it made no difference. :P We have not done a direct test with the NID yet but we have replaced the old phone wiring with new because we thought the old wire was bad but that was not the case. We don't have phone service just internet. The new wire is a straight shot to the modem.

ok if not phone service make sure no filters anywhere. Past that it sounds like everything you could do you have done. Get a tech to come out.
