My provisioning was changed the next morning. It's like I told Don at the President's office...in this day and age, internet is almost as an important utility as electric and water...would he accept signing up for elecitric all through the house, get the service, then find out that he can only power one room at a time because of congestion, then be ok with waiting 2+ years for planned upgrades. I don't think any Netgear DSL modem shows the max rate. Not sure how it's exactly determined. Can't really say I'm all too sure of the real 'technical' detail other than that's it the maximum your line can actually handle(not like you can actually hit your max rate though). I think it has something to do with the maximum number of loaded bits on your line across the frequencies set. I remember when people on U-verse using 2Wire gateways had access to bit loading graphs in their modem's UI. Another person in the forum community made software that put it on an actual easy to understand graph among other things that the software did.
This is what my NVG589 displays as part of the stats, it calls it something slightly differently with "max attainable."

Line 1 Line 2Downstream Max Attainable Rate (kbps) 89292 98572 Upstream Max Attainable Rate (kbps) 21466 24289

<said>said by djenks76:</said>
I don't know where in the frontier gui to find line stats, so if anyone can help with that, I'd appreciate it.

I imagine the D2200D UI is similar to the 7550's. In that last picture, you're essentially using up your full line capacity, yet your noise margin is still over 10 dB. That was one of the things I thought that was preventing you from getting 6 Mbps. I wasn't sure what your area's 6 Mbps line sync was and thought that if it was a tad on a higher side(like it is), it might cause problems.

I'm still a little confused how your SNR is that high for that line capacity usage. Maybe it's just not showing your max rate/SNR properly. EIther way, I would watch it if you're riding it that close. If you have a bad day and it dips a little, you may drop sync.

Didn't get a chance to test anymore that day as I was volunteering at our 4-H concession stand, which got cut short due to severe thunderstorms...got home and no power. So this morning, I checked and WTF!!!! 6.24 Mbps. I took a chance and rebooted the modem...still the same. I don't know if the GM finally figured out I wasn't going to quit or what, but VICTORY!!!! I contacted frontier support to ask what my provisioned speed was...7.1 Mbps.
djenks76 posted : So I did open a case with the BBB and got a call from a rep with the Presidential office. At first, he went with the standard script "upgrades are planned but we cannot give a date". I've been in IT for 16 years...never been acceptable to not provide milestones or delivery windows. He confirmed that I am provisioned at 3Mbps to provide stability and that's where I stopped him. I asked 2 things. 1-Why did no one at frontier that my frontier provided modem lack the ability to provide speeds over 1Mbps and cited that I am using a 3rd party modem that jumped up to 2.5Mbps. He is sending me a new modem...ok. Going back to provisioning, I asked could we at least provision my line to 6Mbps and see how the stability is...if it's bad, then drop me back down until the upgrades happen. He stated that all frontier lines are provisioned to the maximum speed capable for the address. I asked him to explain the contradiction in his statements of provisioning for stability vs max available. He said he would have the GM call me. I put a special note to call my cell phones...same as I did the last time the GM called, but the GM called my house phone while my service was out. I also requested for the GM to call when I was at home so that we could do line testing. We'll see.
