How to order service without going though sales hell?

I am my wits end. My grandfather is at the very edge of U-Verse support and only getting around 2 mbps, even though we pay for 3. I had enough and was calling in to get U-Verse or DSL set up on another line he has here. At the very least we can have our own connection. The sales tech convinced me that they can install 10 mbps. So fine. We set up an appointment for Friday (5/27/2015) and all was good. It wasn't updating on the website but he said it takes up to 12 hours.

Nothing Friday and no update on the website. So I chat back. There was some "technical" problem that they couldn't do something with the line. They weren't very forthcoming but said they needed extra equipment so we have to do this on Tuesday (5/31/2015, today). Fine, but at this point I was not believing anything they were saying because at the end of EVERY call or chat session they would do an advertisement for the At&t app like there was no problem. It felt like they weren't even taking this seriously.

Of course Tuesday rolls around, no update on the web site. The guy on chat ends up calling me then telling me he was a "specialist" and will have a technician come out on Thursday (6/2/2015) that will instill my service. He also says it will take 12 hours to update my account but I have a feeling that something will happen, no one will come and another appointment will be made and the cycle will repeat.

How do I fix this? If engineering is punting back the order because of standing issues, that message is not getting to me or support. I haven't dealt with DSL for a while, but I know what a DSLAM is and I have installed the blasted things back in the early 2000's. The neighborhood is fairly high class and I am willing to pay quite a lot to get decent internet for this house. At this point I am willing to pay for a local over priced dsl provider on the off chance he can DO something and maybe even get me a bonded dsl line.

Please help, I don't know what to do anymore and calling support doesn't seem to do anything either.
