The funny thing is I find is, how TCP/IP works cable companies could in theory be better suited to slow down. Instead of 35/5 do 15/15 I bet that symmetrical connection would over the long run be more stable because the upload would not get swamped when you pile it on the download. I suspect this is what holds back some very Asymmetrical links is they swamp their UL with ACKs just to keep pace with the download rate.

On cable, upload is a scarce resource. It currently has to live in the 5-42 Mhz range. As systems re-build, they'll move the split, but that's going to take a while.
