what happened to what Notley promised, is the middle man getting the $$?

Middle man being the South African government ?, then yes.(Working on Fire is a government program)

i definitely wouldn't blame this on S African firefighters but the middle man, be they independent or the government....what i don't understand why do S African officials need to come to Canada and try and resolve this? ...what's there to resolve they showed their true face in a tragic situation..
