There are a lot of details. Everyone always talks about the capex pieces of startup here in the forums. There's also significant ongoing opex that has to be considered. Design and planning are also important. If you're really serious you should find a local ccie/ccar to consult with you on this. It might cost you 100k or so for that but it'd be money well spent.

You'll have issues getting ipv4 space, you'll have transport issues, you'll need peering arrangements and need to contemplate carrier hotels, etc. A lot of details.

I think the reason for that is quite obvious: the CAPEX hurdle is still the biggest one to overcome. The rest you can deal with and only need to deal with if you have the cash to build the network.
