Thanks Bram! From the November 25th letter: In order to assist the Commission in reviewing the proposed tariffs, requests for information will be issued to wholesale HSA service providers in mid December 2016. Responses to Commission staff requests for information are to be filed with the Commission and served on all other parties by 27 February 2017. Any requests for further responses and for public disclosure of information designated confidential by the wholesale HSA service providers are to be made by 13 March 2017. The wholesale HSA service providers are to file their responses to requests for further information and for public disclosure, serving copies on all other parties, by 23 March 2017. Commission staff intends to issue determinations on requests for further in formation and requests for public disclosure by 7 April 2017. Any information to be provided by the wholesale HSA service providers in response to those determinations is to be filed with the Commission, and served on all other parties, by 18 April 2017. Interested parties may file an intervention with the Commission, serving copies on all other parties, by 19 May 2017. Parties may file reply comments with the Commission, serving copies on all other parties, by 31 May 2017. This is going to be a marathon. In the meantime, can we expect interim access prices? |

Yeah, final pricing on aggregated won't come until mid- to late back-to-school, which is a bit frightening. Hard to know what'll happen with the access portion of the tariff. A lot will depend on the RFI questions that staff will pose. But because the remainder of the marathon has been styled in a way that focuses on asking the incumbents pointed questions -- rather than having them just file revised studies -- the range of scenarios in which interim access rates get set is narrowed a bit. How it looks to me right now, anyway! |

It seems obvious to me that if you actually intend for gigabit to even exist as an option (ed: on traditional infrastructure), the working fill factor has to be much lower. If you are content with offering only 250mbit/s service, you could run the working fill factor much higher without impacting network performance. If the CRTC accepts the low working fill factors Rogers proposes, then they should also weigh the node split costs very heavily toward the gigabit tier only! |
