Mikrotik would have been my first suggestion, as they offer both the hardware and software in one go.

Software-only options -- ie. you provide the base hardware it runs on -- you'd have to look through the specs sheets
of VyOS, Untangle, or the router/firewall distros listed at distrowatch.com.

Thanks Hellfire. I will look them up. I might end up with Juniper or Cisco end of the day...I should get their licensing pricing...

the cost of a cisco router such as an ASR, even used is going to be the least of your worries. I'd focus on getting more that 1000 customers in a year if you want to survive.
