I had a similar issue for a bit. Was on 75/20 and wanted 100/20. When internet 100 started rolling out I checked the houses around me and the house next to me could get it. There were a few other houses connected to the same VRAD as me that could get 100 as well but it was totally random. The house with the VRAD literally at the end of its driveway was 75 max but 2 or 3 houses on a street next to the one with the VRAD showed 100 available.

Anyways I tried contacting AT&T through facebook, twitter, chat, their official forums etc. Same thing every time, 75 is the fastest I can get.

Then just a few days ago someone posted that they had 100/20 show up as a option in their account. Went and checked mine and sure enough it was there and I was able to upgrade in about 5 mins. I'm pretty sure what happened was at first it was only for new customers and now its starting to rollout to existing accounts with lines that qualify (1,000 foot loop length, bonded pair, I think N or at least K line card).

As for them getting rid of 75 Mbps I'd be surprised. It fits perfectly with the other speed levels of 25,50,75,100. Some people that had 75/8 when the new profiles deployed including my self were getting a message saying that our current plan was no longer offered and could not be returned if changed. That must have been due to the 75/20 replacing it because I downgraded to 50/10 to try and get the faster upload speed until I could get internet 100. Once I went to 50/10 internet 75 was a option again but when I returned to it I had 75/20 instead of 75/8.
