Let's say they did let you provide the materials and/or labor. Who's to blame when something goes bad? You? The contractor? It doesn't matter if they did all the work to spec, used the same materials, etc. If someone else did the work, then there is a chance of liability. If Spectrum chose the contractor, the liability belongs to Spectrum. If their contractor screwed up, they'll have them go back out to repair it or find another contractor.
The best case scenario is ask for another survey and hope that the number will be revised downward. It has happened many times for others.
For UG (Underground feed) they'll let you trench and run electrical conduit from your exterior wall of a house to the pole (if accessible). I recently did that last year when I had all my services moved from aerial/Overhead to underground when I got a new electric meter.

My power company owns the poles, so they gave me the go ahead and pulled a permit for me to trench. I paid ~$500 for their planning department to do the plans and pull the permit.
