It would be easy to just throttle individual and shared plans and leave business plans alone. Even in business usage, the data transfer over a VPN to a mobile device is rarely going to come close to the bandwidth someone skirting the rules would use. Verizon doesn't want those customers and they have made that pretty obvious with this move.
