Many of the people who troubleshoot internet don't actually understand how it works. They just make sure all the little lights in their tools show green and not red. These are the same kind of people who ask you not to touch a cable box while they are resetting it because you could get shocked and that your ethernet cord is backwards. The reason they say "it may be slow at first" is because they don't want you running a speedtest and keeping them on the phone while you discover the problem is not fixed. It's more economical in their eyes to get you to wait so then will maybe forget you have a problem at all. Yes, a modem might require a firmware update, but that doesn't slow the connection down, it just stops it while it's happening. Also, you might have updates on your computer if it was offline for a few days, but this doesn't slow the modem down, it just uses some of your bandwidth so you have less to do other things faster. It shouldn't affect latency or packet loss.
As for your problem, my guess is it has something to do with the work on Lincoln Ave. It started 9/15. Is that when your problem started? Are you anywhere near that? Can you describe your problem?
