That isn't latency spike/jitter, but ICMP deprioritization. The packet only took 1-2ms to get from hop 1 to hop 3, but hop 2 sometimes took up to 361ms to report that it had routed the packet. If the packets had actually been getting delayed 361ms then you would see a much higher Avrg at hop 3. ICMP deprioritization is normal and it's about giving UDP/TCP traffic priority over the ICMP packet the tool uses.
Can you explain what you mean when you say "streaming lag"? Do mean streaming video into your computer like Youtube or streaming video TO a site like Twitch? Can you do a DSLR Speedtest?
