See the theory of complex systems | Wikipedia as an example. Eventually the system grows so complex that it becomes more than the sum of its parts.

That's the theory of how the human brain works, the system is so complex that consciousness eventually emerged from the chaos.

That reasoning is exactly parallel to the assertion that if you throw enough money at a problem, 'the solution' will miraculously appear. Raw computing power must be properly directed, and with an infinity of factors in the real world, there is an infinite difficulty for designers in properly directing the raw computing power under all conditions and every circumstance. Consequently, all such systems operate in narrow, limited, pre-defined realms based on simplifying design assumptions, science fiction notwithstanding... science is not science fiction.
