Yes they will have to run a new cable to your house (a fiber optic cable, obviously). If you live in a big apartment building, Bell will have to run fiber cables into each apartment. Then in this case, I hope for you that the landlord will quickly allow Bell to do so (typically it will cost him some money). Because the fiber can be available in your neighborhood but not in your apartment building if the landlord didn't want to pay for it. But generally, if there is demand, the Landlord will have Bell run the fiber.

Sounds like there are old Bell customers still on the 2Wire 2701 modem :p Those were rock solid, barely any issue to have with it, that's why there are still people using them almost a decade later

I'm on Gigabit and it's rock solid. And if you ever get some congestion (which is pretty rare, let's say you're on a splitter with a lot of people fully using their Gigabit connection), a technician can always switch you to another splitter.

While with cable, if you've got congestion issues, well, there isn't much that can be done. They can split the node but they'll need a lot of people complaining about it as it's not a trivial thing to do.

ftth in Kingston. I'm on 300/300. I pretty much get 320 down, 310-315 up day or night, every day. When you can, drop DOCSIS like a bad habit. It'll be even better when TPIAs can get their hands on the fibre network.
