Because the fiber can be available in your neighborhood but not in your apartment building if the landlord didn't want to pay for it. But generally, if there is demand, the Landlord will have Bell run the fiber. ]]></description>

They can split the node but they'll need a lot of people complaining about it as it's not a trivial thing to do. ]]></description>
