Since the message is cannot connect, this would point to port 5061 is not enabled, if the PAP2 is on the same LAN or if its through a router, port 5061 is not being forwarded to the server.

So the options are

The server is not listening to port 5061
or
The network is not configured to forward/return data for port 5061

5061 is the PAP2's port, not the server's port. Port 5061 need not be forwarded to the server.

Its a two way connection, you have not gone into detail in the network, but the message indicates line 2 isn't connecting to the server. Since it worked before the move, and not now, only the network has changed?. If there is a router between the server and the PAP, it would need to be configured for the path.
