Either way, im going to say it was an actual cut because the chances of all available dark fibers also having a bad splice is slim
The cost of the fiber is the labor and time putting it in place, not the fiber itself.
Heck one ISP we work with ran nearly 1000 strands even though they're only using 2 strands and even put in a DWDM.
So ya most undersea cable is way more strands that will ever be lit.
Also some don't disclose the raw number of fiber strands run, but just what they light up.
