That could make physical removal *really* difficult (to the tune of an SMT desoldering station      ) but there are "Disable" and "Uninstall" options in Device Mangler, and if you are really lucky, you may be able to enable/disable it somewhere from the BIOS setup.

But getting the drivers for it should be your first attempt. Use Properties - Details - Hardware ids to get the VID and PID for that device (looks to me you already got that), and identify it that way.

And unplug everything first to ensure that it is not something else that is causing that device to misbehave.

I've uninstalled that hub in device manager and rebooted. That got rid of the error but I am getting that hardware disconnect sound a lot still. Hard to track it down in device manager when it keeps refreshing.

Did more digging in the event logs...
Microsoft -> Windows -> Kernel-EventTracing
'Session "ETW USB tracing" failed to start with the following error: 0xC0000022'

Looked for OVRServiceLauncher and found lots of messages from that service that match the one in that Oculus Forum.

'The description for Event ID 0 from source OVRServiceLauncher cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event:

[LauncherService] Watched process C:\Program Files\Oculus\Support\oculus-runtime\OVRServer_x64.exe died with -1073741819! 9 relaunches remaining.

1. Did you try to install the proper drivers for that device? If yes, what happened?
2. You can just use a camera pointed to the screen to capture what's happening in Device Mangler

How about temporarily removing/renaming the Oculus directory tree?
That should prevent relaunches.
