These people usually just end up moving to a more rural location and keep cell phone use to a minimum, only turning them on when needed. I know a person like this, and she has wifi in her home 24/7 without problems, she just turns off her cell phone when she comes home and typically only has it on when she leaves home, and that is enough for her to have no migraines anymore. She just moved to a house a few miles out of town and is happy there. Close enough to still get decent internet. Far enough so there isn't direct neighbors within 100ft that all have their cell phones on 24/7.

Either way, wifi is not going to be the problem. It's just way, WAY too low power to cause any issues.

If you have sleeplessness, try turning off your cell phone at night for a while. Maybe it helps....
