The past few weeks, my gaming desktop with a 10Gb fiber card was struggling to hit > 700Mbps on speed tests. I originally was able to hit 1.1-1.2Gbps on the xfinity speed test when I first set it all up, but I just chalked it up to congestion.

The command (run in a command prompt ran as administrator):
