Someone fucked up the DOCSIS configuration file or something that controls the provisioning for each service DS/US tier. It also could be planned but reverted due to high call volume about decreased US speeds from 24 to 16 Mbps.

Modems just need to be remotely told by CMTS to reboot and pull the new fixed config file with correct provisioning parameters.
