i believe the gov pays the dif. bell has a similar program but only with 10mbit and i think only for family's. rogers seems to offer the better of them currently.

according to the gov all these isps are opted in to the program

only really ever heard people talk about bell and rogers offerings though. don't seem like any smaller isps really seem to bother even though i don't think anything is stopping them from joining and offering discounted services that the gov helps pay for.
