The problem can occur not due to activity the subscriber (although that can happen too), but due to activity by other subscribers sharing the same CG-NAT origin IP. Not only can one find themselves blocked due to too many connections by some other subscribers activity, but if a web site decides that the traffic appears to be malicious, or from a robot, it can either block, or put up a captcha (or equivalent) even if your parents were not the cause. Which can be very annoying (or block things like purchasing of event tickets, as most of those ticket sellers attempt to block multiple open connections to prevent abuse).

I noticed something had changed when my IPSEC tunnel would connect to him, but my sister's wouldn't. Was rooting around in pfsense and saw the CGNAT space as my WAN IP and it clicked.

Update - BINGO! For an extra $5 a month they turned CG-NAT off.

Also, Pop's cable co got bought out by Vyve Broadband. On their site they're showing bandwidth caps now. I asked if Pops was grandfathered or stuck under the new limits.

Thankfully, the new limits are for new customers. No kidding. Is there anything on their website with details on it? I have many questions. :) Do you have to be on a business fiber plan, or do they offer it to consumers as well? Also wondering what kind of caps/limits it might have.

I have them building an OVPN tunnel back to me, so it's basically a non-issue. Though I've heard from others in the area that if you call and complain, they'll move you back to a public IP for no additional charge.

The (long term) answer to IPv4 CG-NAT is IPv6, which returns the Internet to its more pure end-to-end connectivity state. A cellular backup is usually the best option in your case and probably the most robust. Interesting, it looks like they are still trying there. Around here for addresses that had AT&T fiber available they were not offering 50, but were offering 400 for $44.99 for 24 months and 940 for $104.99 for 24. Two phone calls to CSRs have told me the lowest tier available is 100mb* at $60/mo, which is double what I'd like to pay for a backup connection.

CSR one was in sales and confirmed 100mb was the slowest. CSR two was in retention and tried to get me a 50mb connection, but could not.
