Yeah, but I wonder how much impact the speed upgrade will really have on the overall network utilization. The average joes who are on the base plan are mostly going to be watching Netflix and reading social media. They won't start consuming more data just because higher speeds are available.
To be fair, I was surprised by 200mbps base upgrades in the first place; so I'm not too shocked at the lack motivation to finish them either. There's far more AT&T fiber here in Reno than there was in my area of LA, so it doesn't seem like a competitive pressure thing.
