Like I said before, the FCC. If you read the Consent Decree, some of the people complaining also care and because of the Consent Decree Comcast has to care about it too.

A speed tier with a different name and different speeds is a different service. Rules say a cable company can't force a customer to change services without their express permission.

Would you like it if Comcast suddenly changed your service to Ultrafast without asking? You get the new name, new speed.... oh and a new price.

Comcast changed the names on purpose in this case, so customers have to positively request the upgrade.

A free upgrade is only good for customers.

The new names and speeds come with new prices.

The only reason you don't have an issue with it, is you think it's free. As soon as the price is different, you'd have a big problem with it.
