It's not the folder that I was asking about, but rather the number of items
On iPad, I have 49 flagged items, on iPhone I have 6 flagged items.

If I happen to open an item that's flagged, it will add to the flagged folder (and the number will change).

Damn. No idea then. If I flag an item and then enable that folder, it properly appears in the folder and the old messages I have flagged, though it's only a handful, also appear correctly.

Thanks. Not a problem. I searched for flagged items, tapped each of them and now the folder appears properly

It sometimes "just works".
