Ask them who provisioned the line. If its Covad, ask if you're in safe mode. Also, if its covad, ask what your noise margins are.

Find out what your noise margins are. Contact Earthlink and ask. Then go hook your DSL modem up to the NID and have Earthlink check the margins again.

what kind of modem are you using?
have you called earthlink tech support to explain your issues?
what tweaks have you tried? perhaps you should run a tweak test.
