Welcome to BBR blue_eys2,

Is the problem that when you try to move or delete the file you can not because it is in use by Windows? If so, and you could try one of the tools that dja provided links to. I would probably try to back it up if possible before deleting myself just in case you need it later for some reason. Those type of programs delete files on boot up before Windows gets a chance to lock them is how they work.

Does that help at all?
