Yeah I know these guys and have been pretty close to the discussions in the tri-cities

1) capping - probably not going to be necessary since the reason for caps is usually a shortage of local bandwidth (most noticeable on cable where hundreds or thousands can share a single 30Mbps down, and about 1Mbps up) and not backbone IP traffic.

2) re AUP - I've heard that the tri-cities are thinking of allowing ISP to connect to their local network and sell to end users that way (since they'll have huge local bandwidth to everyone).

3) re spam - the same as any other ISP, since the IP will probably be handled by established ISP that want to serve the area.

Sounds good to me. (Thanks for explaining BTW)

Too bad the Denver city council is more interested in giving themselves a 20% raise and laying off city workers to get involved in investing in infrastructure.
